Where does the corruption problem lay?

I wonder at times, we keep on complaining that our leaders are corrupt, our officials are corrupt, our administration and every possible thing we can possibly think about. But one thing we fail to realize is that the corrupt practices started from somewhere. The little thing we tend to overlook as not being corrupt. When your visit a government owned establishment, you realize that there are so few people there for work and even theee do not do serious work and when you ask why, one will say "I will not kill myself to do government work". Those in public offices steal funds that are supposed to be for the general public and claim that he/she is taking his/her share of the national cake.

The other day I was in a vehicle from Port Harcourt to Omoku, as we were stopped by one of the offices at one of the checkpoints, one of the passenger started to complain that he knows the driver; he is one that will rather keep everyone in the vehicle and fight for his right rather than sorting the officer and continuing with his movement. I thought to myself that what sort of rubbish is this guy saying, then I got the greater shock when the passenger by my left who I felt was a church person would stand up to the first speaker also went ahead to criticize the driver also. Shortly after the driver returned to get his vehicle particulars, the first speaker began to rain insults on the driver, the driver who happened to be a stammer took offence and also tried to return the insult. But being a stammerer, the words just refused to come out and that infuriated him the more. The passenger continued teasing the driver as he stammered, making fun of him thereby making him even more annoyed.
